Early Intervention Assistant Supervisor and Outreach Specialist

 

Employer:  Stark County Educational Service Center

Responsible to: FCFC Director, EI Contract Manager/EI Supervisor

Salary: Based on experience; Full time contracted position with flexible hours; Paid holidays and vacation days

 

Minimum Qualifications:

  • Bachelors Degree in a field relating to Early Childhood, Social Work, Health Related Field or Nursing
  • Licensure in Early Childhood Education, LSW, Health Related field, RN, or DS certification issued by the Board of Developmental Disabilities
  • At least two years’ experience working with families
  • At least two years’ experience working with children ages birth to three
  • Knowledge of community resources
  • Data entry experience
  • Valid State of Ohio Driver's License and proof of insurance

 

Preferred Qualifications:

  • At least one-year Early Intervention service coordination experience
  • Home visiting experience

Expectation:

To assist the Contract Manager/EI Supervisor with the day to day management of the Early Intervention program. To provide coaching, mentoring, and guidance to Service Coordinators and County Early Intervention Teams to ensure that the needs of all Early Intervention families are met.  To promote and provide outreach to our community regarding Early Intervention services as indicated in EI Grant agreement and participate in outreach activities/events to ensure stakeholders, community partners, and the community at large are knowledgeable of the Early Intervention program.  To preform Service Coordinator duties as needed.  

 

Essential Job Duties and Responsibilities:

  1. Facilitate Early Intervention Teams to allow supervisees to maintain DODD model integrity and develop self-reflection and problem solving skills through case discussions.
  2. Ensure all Early Intervention eligibility and need for services, and developmental evaluations and/or assessments are completed accurately and within federal compliance timelines as dictated by Part C guidelines under IDEA and according to DODD rules. 
  3. Ensure all Early Intervention Timely Receipt of Services are completed accurately and within federal compliance timelines as dictated by Part C guidelines under IDEA and according to DODD rules.
  4. Ensure all Early Intervention Transitions are completed accurately and within federal compliance timelines as dictated by Part C guidelines under IDEA and according to DODD rules.
  5. Ensure all Early Intervention Families Parent Rights are respected, implemented and maintained as indicated in rule.
  6. Provide monitoring of timelines for supervisees caseload of clients to ensure compliance with state rules.
  7. Provide monitoring of supervisees data entry to ensure compliance with state rules.
  8. Facilitates the maintenance and documentation of the procedural safeguard for all Early Intervention families.
  9. Prepare and submit monthly/quarterly/annual state and local reports (e.g. DODD annual compliance audits, Outcomes, etc.)
  10. Understand county Annual Performance Report and determination. Communicate results to appropriate parties.
  11. Establishes and maintains a variety of records, logs, and filing systems pertaining to area(s) of responsibility.
  12. Assists in the development of forms, worksheets, and record-keeping systems for the collection, dissemination, and maintenance of needed information for specialized programs within Early Intervention
  13. Communicates and cooperates effectively, professionally, and respectfully with families/schools/professionals, and all others involved in the Early Intervention system.
  14. If needed, completion of developmental evaluation and ongoing assessment in all five developmental domains, family assessments, and hearing/vision/nutrition screenings to help determine eligibility for Part C.
  15. Contributes to team effort by integrating individual responsibility with other team member responsibilities.
  16. Demonstrates commitment to continuous learning and self-improvement by reading and attending such meetings, conventions, and conferences as are necessary to keep abreast of the latest Early Intervention developments and trends.
  17. Must be available to cover EISC supervisor responsibilities when EISC supervisor is absent for an extended period of time ensuring EISC’s have access to a credentialed EISC supervisor at all times, as described in grant narrative contingency plan

  • Complies with the policies and regulations of the county Superintendent of Schools, and the mandated state Early Intervention Rules.
  • Obtains and maintains "Supervisor," and "Service Coordinator" credentials as per state "Personnel Standards Rules."
  • Performs such other duties as may be assigned by the Director and/or the county superintendent of schools or his/her designee.
  • Occasional evening and/or weekend hours may be required.

The Early Intervention Assistant Supervisor and Outreach Specialist job description shall become a part of the evaluation of the employee and shall be subject to an annual review of content and duties.
